Posting for a transport

Hi - This is my first time posting for pilot transport. I have a question that a quick scan through the forum did not answer.
When responding to sending/receiving parties does it mean where the dog is physically, eg: From the foster home to a ground transport in another state or the rescue responsible at either end.
