Transports to CONN and MA

I have scanned the boards and want to check in with admin, or anyone who knows.
We do not foster in MA because of the legal situation, and are about to register in CONN given the laws they just passed re: the importing of dogs for adoption and/or sale.
Is PNP regsitered as an importer in these states? Is this even an issue?
