Also having difficulty adding photo

Also having difficulty adding photo

I have read some of the posts regarding photos but I don't even have the option to add a photo when I'm in edit mode. Is this hidden? Do I need permissions? I'm fairly computer savvy but this has me stumped.

See attached for the location (Images are attachments) The maximum file size allowed is 600kb
