Rescued dog from interstate, how do i get help with vet, foster, no kill shelter etc (Houston, TX)

Hello,
On my way home today i spotted a dog on the interstate in a HOV lane with concrete barriers on both sides.
2 hours, 4 police officers and 2 civilians later we managed to capture the dog.
All animal service and shelters had closed for the day, so i took him home.
Given we have a dog and a cat, the poor guy has to sleep in a crate in the garage (which he is not happy about).
I need help in finding him some basic vet care (ideally pro-bono), and a place to stay (given my situation is not ideal).

I fly with pilots’n’paws and can take him this weekend else were in South-Central Texas.

He is a very sweet German Shepard, very skinny, about 40lbs.
I guess he is as young as 6 month old.
Only obvious issue are claws way too long, some red dots around the eyes.

Any help for this sweet guy is appreciated.
