Shelter closing down

I work for a shelter that is closing down and we are desperately needing to get 20 dogs to Ontario, Canada. I was wondering how likely it is that we could get a few pilots to do this for us or even have them make a couple trips. I'm also unsure on how to go about planning this to make it happen.
