Can any pilots fly from the US into Canada esp right now?

Are there any pilots able to fly from the US into Canada with one SMALL 9 lb dog? I have a previous adopter wanting to adopt a foster dog of mine, but they can't cross into the US with the covid regulations right now. THANKS!!!
